AI Delivery System: When it is finished

The scoped account has an approved foundation, and the people and environments that are meant to have it all receive the same current version. Every installed Skill has a clear job and somebody who keeps it current. Every managed connection has documented limits, a known credential owner and a lifecycle. Updates can be distributed and then verified to have arrived. The internal owner can operate the system from the runbook rather than from the installer's memory.
